Amsterdam’s Struck secures €2M to expand its AI platform for simplifying construction compliance and permitting across Europe.

Amsterdam-based Struck, a startup that simplifies compliance in construction, has secured €2M in seed funding.
The round was led by Value Factory Ventures, with participation from Antler and business angels from the construction and real estate sectors.
Struck develops AI systems that support construction planning and execution in line with existing laws and regulations. The company’s approach is designed to reduce costs and time in project delivery while promoting sustainable practices within the sector.
Johan van Heusden, Managing Partner at Value Factory, says, “The construction sector is responsible for nearly 40 per cent of global CO2 emissions, yet we urgently need to build millions of new homes. Solving this paradox means building smarter, not slower.”

AI to accelerate construction compliance
Construction projects across Europe face increasing regulatory complexity, covering zoning, energy use, and sustainability rules. These requirements often slow progress, increase costs, and create uncertainty. At the same time, the demand for housing and sustainable development continues to grow. This is where Struck looks to make a difference.
Founded in 2024 by Max van Riel and Nikhil Nagaraj, Struck has created an AI platform that enables architects, developers, and municipalities to access relevant regulations for their projects.
The platform also aims to automatically verify whether designs comply with all applicable rules. By digitising and automating compliance checks, Struck supports faster permitting, lowers procedural risks, and promotes innovation in the construction process.
Since its launch, Struck has built a platform used by municipalities, builders, developers, and architects across the Netherlands. It includes an AI-based library of building and environmental regulations, as well as a permit-exemption checker that identifies, in a few steps, how much space can be built without a permit.
Currently, Struck operates in the Netherlands and plans to expand its platform to additional European markets.
