Amsterdam-based Altura, an AI-powered bid management startup, has acquired Berlin’s Tendara.

Founded in 2024, Tendara built an AI software to help government contractors find, analyse, and win public tenders, gaining customers such as AFRY and Datagroup in Germany. 

With this deal, Altura looks to expand its operations in Germany and support companies entering the country’s €500B public procurement market, the largest in Europe.

Aim of the acquisition

By acquiring Tendara, Altura aims to migrate Tendara’s German clients to its own platform to support companies in securing public and private sector tenders.

The acquisition supports Altura’s goal to lead bid management in Europe, following its €8M Series A funding round in June, led by Octopus Ventures. The funding is supporting Altura’s expansion into the UK, including a new London office and the launch of autonomous AI agents in its bid management platform.

Altura aims to address inefficiencies in bid and RFP processes by reducing manual work and improving collaboration.

Altura’s software centralises knowledge, automates workflows, and supports team coordination. An AI co-pilot powered by Large Language Models assists with data search, information summarisation, and content generation.

The platform also automates tasks such as finding relevant tenders, supporting bid decisions, and reviewing past performance. AI agents learn from experts to draft responses, identify risks, and provide win-loss insights. 

Since its launch in 2021, Altura has expanded across the Netherlands, Belgium, Luxembourg, Denmark, and the UK, serving enterprise clients such as Adecco, EY, and Ricoh. Its investors include Octopus Ventures, Curiosity, Fortino Capital, and P1ST.
